싱가포르를 거점으로 한 영어뉴스 방송매체인 스트레이츠타임스는 차이나 데일리 USA 부편집장의 기고문을 보도하며 문 대통령의 남북한 군사회담과 적십자 회담 제의에 대해 북한에 대한 강도 높은 비판과 비난이 난무한 와중에 나온 반가운 조치라고 평가했다.

기고문에 따르면 중국 정부도 남북한 화해 증진을 통한 관계 개선을 위해 남북회담을 지지하며, 회담의 재개를 지지해줄 것을 국제사회에 촉구하는 중국 외교부 루 캉 대변인의 말을 전했다. 이에 대해 미국 정부는 현 상황이 “북한과의 대화 재개를 위해 필요한 상황과는 “거리가 멀다”는 부정적인 반응을 보인 것으로 보도된다.

하지만 존 네그로폰테 전 미국 국무부 차관은 외교적 대화만이 복잡한 문제의 해결 수단이자 유일한 방법이며 미국과 한국 정부는 북한과의 양자회담을 피해서는 안 된다고 말했으며, 윌리엄 페리 전 국방부 장관과 전 국무부 장관 조지 슐츠, 로버트 갈루치, 빌 리차드슨 등 전직 미국 고위급 관료들이 6월 28일에 서명해 미국 도널드 트럼프 대통령에게 보낸 서한에도 같은 메시지가 담겨 있었다고 기고문은 전한다.

기고문은 또한 중국이 유엔안보리 결의안을 지지하고 이행하고는 있지만 북한과의 정상적인 무역거래는 중단하지 않을 것이며, 북한 인민의 삶과 직접적인 연관이 있는 정상적인 무역거래를 중단할 경우 발생하는 인도주의적인 재앙을 미국은 고려하지 않고 있다고 지적했다.

BEIJING (THE CHINA DAILY/ASIA NEWS NETWORK) – The proposal, made by Republic of Korea President Moon Jae In this week, to resume inter-Korean dialogue with the Democratic People’s Republic of Korea is a welcome move after a long period of provocative actions and harsh rhetoric by various countries.

베이징(차이나 데일리/아시아 뉴스네트워크) – 이번 주, 남한의 문재인 대통령이 북한에 제안한 남북 회담 재개는 여러 국가에서 오랜 기간에 걸쳐 도발 행위와 강도 높은 언사가 오간 후, 반가운 조치가 아닐 수 없다.

The meetings on military and Red Cross issues with Pyongyang, if held, will be the first such dialogue since 2014.

북한과 군사 및 적십자 문제에 대한 회담을 하게 된다면 이는 2014년 이후에 갖는 최초의 회담이 될 것이다.

China has expressed support for the proposal aimed at improving relations through dialogue and promoting reconciliation, with Chinese foreign ministry spokesman Lu Kang calling on the international community to give its support.

중국은 대화와 화해 증진을 통한 관계 개선에 목적을 둔 남북 회담 제안을 지지한다는 입장을 보였으며 중국 외교부의 루 캉 대변인을 통해 남북 회담 재개를 지지할 것을 국제 사회에 촉구했다.

However, Washington is not happy with Moon’s offer, regarding the current conditions “far away” from those needed for any resumption of dialogue with Pyongyang.

그러나 미국 정부는 문재인 대통령의 남북 회담 재개 제안을 달가워하지 않으며 현 상황이 “북한과의 대화 재개를 위해 필요한 상황과는 “거리가 멀다”고 여긴다.

Views outside the US government are split.

미국 정부 바깥에서는 의견이 나뉘어져 있다.

Former US deputy secretary of state John Negroponte believes diplomacy is the only way to resolve the complicated issue. He told a forum in Seoul on Wednesday that “we need to approach dialogue as a means to solve problems rather than as a reward for good behaviour… Neither the US nor South Korea should shy away from bilateral talks with North Korea”.

존 네그로폰테 전 미국 국무부 차관은 외교가 복잡한 문제를 풀 수 있는 유일한 방법이라고 믿는다. 수요일 서울에서 열린 포럼에서 그는 “문제 해결의 수단으로서 대화에 접근해야지 올바른 조치에 대한 보상으로 접근해서는 안 된다. 미국이나 남한 모두 북한과의 양자 회담을 피해서는 안 된다”고 말했다.

That was also the message in a June 28 letter to US President Donald Trump signed by six veteran former US officials such as former defence secretary William Perry, former secretary of state George Shultz, and Robert Gallucci and Bill Richardson, both of whom participated in previous talks with the DPRK.

The letter warned that “there is no guarantee diplomacy will work. But there are no good military options, and a North Korea response to a US attack could devastate South Korea and Japan”.

트럼프 대통령에게 보낸 서한에는 “외교가 성공하리라는 보장은 없다. 그러나 바람직한 군사적 방법이란 존재하지 않으며, 미국의 공격에 북한이 대응할 경우, 남한과 일본 모두 황폐화될 수도 있다”라는 경고 내용이 담겨있다.

It is not sure if such a rational argument will convince the Trump administration.

이러한 합리적인 주장으로 트럼프 대통령의 행정부를 설득할 수 있는지는 확실하지 않다.

There has been much noise. John Bolton, a former US ambassador to the United Nations, is right that sanctions on Chinese firms won’t be effective in solving the problem. But he is totally wrong when floating a military option in his op-ed in the New York Post on July 5. “They (China) can work with us or face the inevitable consequences, which will be far more damaging than pinprick sanctions,” he wrote.

이견도 많았다. 존 볼튼 전 유엔미국대사는 중국 기업들에 대한 제재가 문제를 해결하는 데 효과적이지 못할 것이라고 했는데 맞는 말이다. 그러나 7월 5일 뉴욕포스트에 실린 기고문에서 그가 군사적 방법을 제시한 것은 완전히 잘못된 것이다. 그는 “그들(중국)이 우리와 함께 할 수도 있고, 만일 그렇지 않으면 불가피한 결과를 직면할 수도 있으며 그 결과는 따끔할 정도의 제재보다는 훨씬 더 큰 손실을 입힐 것이다”라고 썼다.

Bolton is right that such an outcome will be damaging to China; that’s why China has repeatedly stressed stability and peaceful negotiation to the denuclearisation of the peninsula. What Bolton did not mention is that it will be more devastating to the ROK and Japan, two of the United States’ closest allies.

볼튼이 그러한 결과는 중국에 손실을 입힐 것이라고 한 것은 옳다. 그렇기 때문에 중국은 한반도의 안정과 비핵화를 위한 평화로운 협상을 계속 강조해 온 것이다. 볼튼이 언급하지 않은 것은 그 결과가 미국의 가장 가까운 우방인 한국과 일본에 더 큰 재앙이 될 것이라는 점이다.

China has not only endorsed relevant UN Security Council resolutions, it has also implemented them effectively. China, however, made it clear that it will not cut normal trade ties with the DPRK that are not banned and restricted by the Security Council. Few in the US have probably thought about the kind of humanitarian disaster that would be triggered if the normal trade related to people’s livelihoods in the DPRK was suddenly cut off.

중국은 관련된 유엔안보리 결의안을 지지했을 뿐만 아니라 그 결의안들을 효율적으로 이행했다. 그러나 중국은 유엔안보리가 금하거나 제한하지 않은 북한과의 정상적인 무역거래는 중단하지 않을 것임은 분명히 했다. 북한 인민의 삶과 관련된 정상적인 무역이 갑자기 중단될 경우 촉발될 인도주의적인 재앙을 미국에서는 아마 생각해보지 않은 듯하다.

Some in the US have even accused China of not wanting to see a unified Korea. That is not true. In my view, China would love to see a unified Korea that is peaceful and stable, not one that becomes a US puppet state, with US troops marching along the Yalu River bordering China.

Some in the US have long been used to others doing exactly what they are told to do by the US, and they are unwilling to listen to China or even the ROK, whose approach to the DPRK is quite different, as evidenced during President Moon’s recent trip to Washington.

미국의 어떤 이들은 오랫동안 다른 국가들이 미국이 지시하는대로 그대로 따르는 것에 익숙해져 왔으며, 그래서 중국과 심지어는 한국의 의견에도 귀기울이지 않는다. 한국의 북한에 대한 접근 방식은 지난 번 문 대통령의 워싱턴 방문에서 나타났듯이 매우 다르다.

The whole world knows the US’ military might and there is no need to show it time and again. It is time to show wisdom on the diplomatic front through direct talks.
