Senior S.Korean intelligence official resigns

한국 고위급 국정원 간부 사퇴

Seoul (AFP) – A top South Korean intelligence official resigned Monday over a scandal with political ramifications involving the fabrication of evidence in an espionage case.

서울 (AFP) – ㅡ월요일 한국 고위 국정원 간부가 간첩사건의 증거조작과 관련한 정치적 파문으로 사임했다.

The National Intelligence Service (NIS) said Suh Cheon-Ho, one of its three vice-chiefs, stepped down to take reponsibility for the involvement of his staff in the scandal.

국정원은 3명의 차장 중 한 명인 서천호가 자신의 부하직원들이 이 스캔들에 연류된 것에 책임을 지고 사퇴한다고 발표했다.

The agency has been accused of forging documents — including Chinese border control records — to build a false spying case against a former Seoul city official who had escaped to South Korea from North Korea in 2004.

국정원은 지난 2004년 북한에서 남한으로 탈출한 전 서울시 공무원을 상대로 가짜 간첩사건을 만들기 위해서 중국 출입경 기록 등을 포함한 서류들을 위조했다는 혐의를 받아왔다.

State prosecutors launched a probe in February when China confirmed that the documents were not authentic, and NIS chief Nam Jae-Joon has come under pressure from politicians and human rights activists to step down.

중국이 그 서류들이 진짜가 아니라고 확인한 지난 2월 검찰은 조사를 시작했고, 국정원장 남재준은 정치인들과 인권활동가들로부터 사퇴의 압박을 받아왔다.

But the Prosecutors’ Office in Seoul concluded Monday it did not believe the forgery was part of a larger operation orchestrated by the NIS leadership.

그러나 서울 검찰청은 이 위조가 국정원의 지도부가 기획한 더 큰 작전의 일부라고는 믿을수 없다고 월요일 결론을 내렸다.

The two-month investigation uncovered no evidence that top NIS officials had been involved, it said.

2달간의 조사를 통해 검찰은 국정원 최고위층이 개입됐다는 것을 입증하는 아무 증거도 찾지 못했다고 말했다.

Charges have however been brought against two NIS agents, including Lee In-Cheol who served as a South Korean consul in China’s northeastern city of Shenyang.

하지만 중국 북동부 선양 주재 총영사관에 근무했던 이인철 영사를 포함한 두 명의 국정원 직원이 기소됐다.

A third NIS official was indicted two weeks ago.

세번째 국정원 직원은 2주전에 기소됐다.

Suh, in charge of intelligence-gathering and investigating North Korean spies, issued a public apology for the “disgraceful” scandal.

북한 간첩들에 대한 정보수집과 수사를 담당하는 서 씨는 “불명예스러운” 스캔들에 대해 대국민 사과를 발표했다.

“I submitted my resignation to assume all responsibility,” he said in a statement released by the NIS.

“나는 모든 책임을 지고 사직서를 제출했다” 라고 서 씨는 국정원이 발표한 성명서에서 말했다.

President Park Geun-Hye accepted the resignation, according to Yonhap news agency.

박근혜 대통령은 사직서를 수리했다고 연합뉴스는 보도했다.

She called for a thorough investigation last month after an NIS informant linked to the forgeries tried to commit suicide. He survived and was arrested by prosecutors.

지난달 문서위조에 연관된 국정원 정보원이 자살을 시도한 이후, 그녀는 철저한 조사를 당부했다. 그는 목숨을 건졌고 검사에 의해 구속됐다.

With local elections due in early June, the case has been a politically sensitive one for Park, who appointed Nam a year ago.

The spy agency, which has changed titles over the years, had a particularly notorious reputation in the decades of authoritarian rule before South Korea embraced democracy in the 1980s.

Nam’s predecessor as NIS chief, Won Sei-Hoon, was convicted last month of taking bribes and jailed for two years.

Won faces separate charges over the election meddling scandal. He is accused of organising an online smear campaign against the opposition party candidate whom Park defeated.
