한국의 메카시즘? 점점 더 억압 받는 표현의 자유

미국의 위성 방송 링크TV에서 한국에서 최근 일어나고 있는 메카시즘현상을 집중 보도했다. 정부의 정책에 반대하거나, 자신의 생각을 표현하는 것도 모조리 종북으로 낙인 찍으며 표현의 자유가 철저히 통제되고 있는 현실에 대해 우려를 표했다. 최근 이석기 의원의 구속, 자본론을 강의하는 강사를 국정원에 신고하는 사태, 심지어 정부의 해명에 의문을 제기하는 영화 상영의 중지 등이 보도되었다.

그리고 이중에서 가장 중대한 혐의가 국정원의 2012년 대선 개입이라며, 국정원 요원들이 종북프레임으로 야당 후보를 비난하는 글을 온라인에 게재하였고, 이로 인해 진보측에서 표를 많이 잃었다고 주장한 것과, 특히 대선개입과 관련해서 전 국정원장과 전 경찰청장을 기소한 검찰총장의 최근 사임에 정치적 동기가 있었다고 여기는 최근의 여론조사가 소개되었다.

Have the words North Korea become dangerous in South Korea? All of the country’s recent political scandals either directly or indirectly show how even the use of the words North Korea can hurt free speech and even end careers. To explain here is our contributor Yoo Eun Lee.

북한이라는 단어가 한국에서 위험한 말이 되었을까요? 한국에서 최근에 벌어진 일련의 사건들은 북한이라는 말을 사용만해도 표현의 자유를 억압 받거나 직업을 잃을 수도 있음을 직접, 간접적으로 보여줍니다. 자세한 내용을 이유은 기자로부터 듣습니다.

South Korean politics have been marked by a series of lurid allegations this autumn beginning with chief prosecutor’s resignation and the more recent arrest of an opposition party member for treason. Biggest of all is the state’s spy agency’s intervention in December’s presidential election. It is alleged that the National Intelligence Service’ agents bombarded voters with online accusations calling opposition candidates “Pro-North” or “North Korean sympathizers”. Liberals say the smears cost the opposition votes.

한국정치는 올 가을 검찰총장의 사퇴와 야당 국회위원이 내란죄로 체포되는 것을 시작으로해서 일련의 끔찍스러운 의혹들로 특징지워집니다. 무엇보다도 가장 중대한 혐의는 국가의 정보기관이 지난 12월의 대선에 개입했다는 것입니다. 국정원 요원들이 야당 대선후보들을 “친북” 혹은 “종북”이라 칭하는 수많은 인터넷 비방글을 유권자들에게 쏟아부었다고 합니다. 진보측에서는 이 비방 작전으로 야권의 표를 많이 잃었다고 말합니다.

South Korean net users express shock at the ever tightening control over anything related to North Korea. This post said the National Intelligence Service was tipped off to a lecturer who taught the ‘Theory of Capitalism’ at Kyunghee University. The movie ‘Cheonan project’, which questions the government’s version of the attack on its warship by North Korea was pulled from theaters. The reason given; threats by ‘anonymous phone calls.’ The user said he is reminded of the 1970’s when South Korea was under military dictatorship.

한국의 네티즌들은 북한과 관련된 것은 어떤 것도 유례 없이 엄격하게 통제 당하는 현실에 충격을 표현합니다. 이 게시글은 경희대에서 ‘자본론’을 강의하는 한 교수가 국정원에 신고되었다고 말했습니다. 전투함이 북한의 공격을 받았다는 정부의 해명에 의문을 던지는 영화, ‘천안함 프로젝트’는 상영관으로부터 철회되었습니다. 이에 대한 해명은 이렇습니다; ‘익명의 전화’에 의한 협박이 있었다. 이 네티즌은 한국이 군사 독재자의 통치를 받던 70년대를 회상하게 된다고 말했습니다.

This tweet talked about charges of treason against a politician; “Lee Suk-ki’s case and lecturer Lim Seung-soo’s ‘Theory of Capitalism’ fiasco have affected universities. Many professors mention Lee’s case, but they refrain from expressing an opinion and either at the beginning or at the end of the lecture they stress how their opinion is very different from that of Lee’s.”

이 트윗은 한 정치가의 내란음모죄에 대해 말합니다; “이석기 사건과 임승수씨의 ‘자본론’의 강의 고발 사건이 대학에 꽤나 영향을 미치고 있다. 많은 교수들이 이석기 사건을 언급하면서도 하고 싶은 이야기를 억지로 자제하거나 발언 시작과 말기에 자기들의 의견이 이석기와는 다름을 강조한다.”

One net user wrote on Facebook; “just like in religion, where one turns into a weirdo or a pagan when expressing disbelief in the resurrection of Christ, similar things are happening in South Korea. When one believes some incident was caused by North Korea, it is okay, but when not, he is labeled as ‘pro-North’- an unimaginable thing to happen in a democratic society.”

한 네티즌이 페이스북에 “예수의 부활을 믿지않는다고 하면 이상한 사람 내지는 이단이 되어 버리는 종교현상과 유사하게, 한국에서 비슷한 일이 발생하고 있다. 어떤 일이 북한의 소행임을 믿으면 괜찮고, 믿지 않으면 ‘종북’으로 되어버린다 – 민주사회에서 발생하리라 상상할 수 없는 일이다.” 라고 글을 남겼습니다.

While busy investigating the spy agency’s scandal the Chief Prosecutor Chae Dong-wook was accused of fathering a lovechild by a conservative media outlet. He had to resign but new information is coming out. An opinion poll by South Korean major broadcaster MBC shows that about 40% think that the Chief Prosecutor’s resignation was politically motivated.

국정원 스캔들을 조사하느라 바쁜 와중에, 채동욱 검찰총장이 한 보수 언론사에 의해 혼외자식이 있다고 보도되었습니다. 채총장은 사퇴해야 했으나, 새로운 정보가 밝혀지고 있습니다. 한국의 주요 방송 MBC에 의한 여론 조사에 의하면, 약 40%의 국민들이 검찰총장의 사퇴에 정치적 동기가 있다고 생각한다고 합니다.

Prominent political blogger IamPeter wrote “one of the sure-fire way to pressure prosecutor’s investigation is to force out its leader. People who are smirking at the Chief Prosecutor’s resignation would be the former chief of the NIS and the former chief of the Seoul Metropolitan Police. Both are charged for violating the election law and NIS regulations. Trials are underway for those two. Prosecutors investigating their cases belong to the (affected) Prosecutor’s Office.”

유명한 정치 블로거 아이엠피터는 “수사하는 검찰을 압박하는 가장 큰 무기는 그 자리에서 밀어내는 것입니다. 채동욱 검찰총장의 사의 표명으로 가장 웃고 있는 사람은 전 국정원장과 전 경찰청장입니다. 둘은 공직선거법과 국정원법 위반으로 재판 중입니다. 그런데 이 재판을 수사하는 검사들이 (영향을 받은) 검찰소속입니다,” 라고 말했습니다.
